Accessibility Knowledge Series – Bridging the Barriers
Filed under: Accessibility, Accessibility Knowledge Series, General, Techshare India — Shilpi Kapoor @ 1:11 pmUntil now the word “access” in India largely meant built environment atleast as far as the disability sector goes. When we organized Techshare India 2008, most of the time people would ask us what we meant by “accessibility” or “assistive technology”.Now that Techshare India 2010 is scheduled to be held on 15th and 16th February 2010, we thought as a build up to the conference and exhibition, let us start an educational series that will help us introduce people to accessibility and assistive technology.
Over the next few months, through this Accessibility Knowledge Series, we will address how to bridge the barriers that persons with disabilities face.
In the area of accessibility, there are a few key things are that have happened in India since Techshare India 2008:
- National Informatics Centre has developed Web Guidelines for India Government Websites
- Reserve Bank of India issued a notification to ensure that ATM’s are accessible to persons with disabilities
- Ministry of Information Technology is working on the National Policy on Electronic
- Setting up of Accessibility Labs by various government bodies and corporates
- Provisions of Assistive Technology for Children with Disabilities for inculcating the computer literacy, enhancing the skills and providing job oriented training to the disabled children in IT. A project by Government of India.
- Ministry of Human Resource & Development has passed the education bill whereby free and compulsory education for childrens within the age group of 6-14, which also includes childrens with disabilities.
- Prime time News on India’s National Television channel Doordarshan are sub-titled to make it accessible for the hearing impaired.
So let us understand the impact of this and how can we ensure that as the disability sector, the IT sector and the government we can ensure that benefit the persons with disabilities!
Wear your Accessibility hats!
It is time that the Disability Sector sees beyond the ramps and look at how they can use technology to empower the persons with disabilities.
It is time that the IT Companies understand how softwares and solutions that they design and develop can and must cater to the needs of the disabled also.
It is time that the Government sees beyond the limbs and the canes and looks at how to ensure that persons with disabilities have access to technology.
Got an idea that would bring a change for persons with disabilities? Send it across to techshare@barrierbreak.com

N.C.P.E.D.P. and BarrierBreak Technologies put forward National Policy on Electronic Accessibility
Filed under: Assistive Technologies, General — Shilpi Kapoor @ 6:08 pm
D.N.I.S. News Network: National Centre for Promotion of Employment for Disabled People (N.C.P.E.D.P.) in association with BarrierBreak Technologies has come up with a draft for a National Policy on Electronic Accessibility. The objective of the policy is to provide persons with disabilities equal access to electronic and information and communication technology and services. This policy expands on the United Nations Convention for the Rights of Persons with Disabilities which India has ratified.
Shilpi Kapoor, Managing Director, BarrierBreak Technologies says, “Technology today is there in all aspects of life. Using electronic and information and communication technology, we can bridge the barriers that exist for persons with disabilities. Such a policy needs to be applicable across different ministries and departments.”
The National Policy on Electronic Accessibility emphasizes the importance of creating awareness on accessibility and universal design and creating and implementing standards and guidelines. It also aims at promoting research and development in the area of universal design and assistive technology and independent living aids and schemes in the area of accessible electronic and information and communication technology.
The policy also emphasizes the importance of building capacity to ensure that accessible products and services can be developed in India.
Nirmita Narasimhan, Programme Manager, Centre for Internet and Society, feels positive about the draft. “Having a National Electronic Accessibility Policy would be an extremely positive move for India towards bridging the digital divide; it will serve as a leading example to other developing countries to take similar initiatives and create a truly inclusive and accessible world,” she said.
The draft will be placed before N.C.P.E.D.P.’s Core Group on Communication and Information Technology in its meeting on July 23 and the National Committee on the Rights of People with Disabilities on July 24. Once the policy is approved at these two forums, it will be placed before the Ministry of Communications and Information Technology for their consideration.

Accessibility is an area that has to be considered as per Indian Goverment WebSite Guidelines!
Filed under: Accessibility Review of Indian Websites, Developing Technologies, General — Shilpi Kapoor @ 1:08 pmIndia has taken the first step ahead in the area of web accessibility. Visit http://web.guidelines.gov.in to access the guideline released by NIC. What i appreciate is that the guideline clearly refers to the W3C WCAG and emphasises the need for including persons with disabilities.
This is a positive step and one that the indian IT industry should also adher to.

Apple’s Accessible iPod shuffle that talks!!
Filed under: Elderly, General, Mobility, Visual — Priti Rohra @ 3:33 pmApple’s latest iPod shuffle comes with VoiceOver that provides complete speech support while listening to your favorite music. Whether you want to listen to the song title, artist’s name or navigate between multiple play lists, it provides complete speech output without interrupting the music. Thus making it possible to control your iPod without requiring to look at the screen while you are in the middle of work-out, driving or reading a news paper.
The biggest advantage of this iPod is it is accessible for people with visual and mobility disabilities. All the controls of the iPod are present on the ear bud, thus removing the problems associated with Touch pad navigation for people with vision and dexterity impairments. This will make it possible for people with visual impairments to listen to the music as per their mood rather then listening to the music in the default order, being stored on their player.
Above all the in-built VoiceOver comes with support for 14 languages; it’s very small in size and has 4 GB storage capacity!!
Time to enjoy music!!!

India.gov.in – The Accessible National Portal of India
Filed under: Accessibility Review of Indian Websites, General — Priti Rohra @ 6:04 pmIndia.gov.in, The Accessible National Portal of India has been launched!!
The pleasing aspect of india.gov.in is that it is accessible with a screen reader!
I have visited several Indian government department websites in search of information and found most of them having some problems when accessed using a screen reader. But India.gov.in has given me a pleasing surprise by defeating them all and making an Accessible website that works perfectly fine with a screen reader.
India.gov.in, The National Portal of India has taken care of the needs of disabled users of India and ensured that their site is accessible for all!!
All sections of the website can be used with a keyboard, images were labelled, headings were defined, links were well defined, form labels were well described and supplemented with instructions and error messages. It was very heartening to see that some thing as basic as page title was so self explanatory that users can understand by reading the title, what the page will include.
I feel that the site has taken an innitiative by adding accessibility features, such as Accessibility options which allow users to change contrast and text size, skip to content and skip to navigation. In addition, they have provided an Accessibility Statement which describes the different Accessibility features included across the website.
Being an Assistive technology user, I have never seen any Indian government website so accessible. Hope this rubs on other Government of India and public sector websites and we can see more and more accessible websites in India.
